She has been buying this county for a hundred and forty years, and she is four hundred acres from finished.

Cetta keeps a book. Left-hand column, what a thing cost. Right-hand column, what it is worth to her. She has never taken anything by force in her life, because she has never once needed to — every parcel in Sisu Bay came to her the way land comes to anybody, from someone who signed.

The last four hundred acres belong to Aino Vuorio, who is sixty-one, who has no heirs, and who has been refusing to sell for thirty years out of what the county assumes is stubbornness.

It is not stubbornness. Aino knows exactly what is under her ground, and she has known since she was nine years old, and she has been waiting for someone to come and ask about it properly instead of making an offer.

Domenico is the last of the eleven still standing, and he has come to do a thing none of them has ever done: not to hide, not to hold, but to be admitted. Because the threshold follows the right of possession, and possession is Aino's to give, and it has never in a century and a half occurred to anybody in this county that the woman who owns the ground might simply be asked.

What neither of them has told the other is that the ground itself cannot be sold.

Below the ordinary high-water mark the land belongs to the State and is held for everybody — it cannot be bought, foreclosed, quieted, or conveyed. It is the only description in Sisu Bay that closes on nothing, and it is where all of this has been heading since 1866.
